Here we will publish any relevant legislation that might be important for Romanians and Bulgarians. At the moment, the only act voted for by the UK Parliament is the EU Accession Act from April '06.
We anticipate that the legislation related to work rights will be published later this autumn after the EU Commission has published its report on Romania's progress towards accession.The legislation will be published in English. RESTRICTIONS ON WORKERS FROM ROMANIA AND BULGARIA Following the decision made by the Home Secretary, John Reid, on the 24th October, restrictions will be applied on the migrant workers coming to the Uk from January from Romania and Bulgaria.
For unskilled/low skilled workers- a quota system of 20000 workers per year would be allowed to come and work ONLY in agriculture and the food processing industry.
For skilled/graduates/highly skilled workers- the actual system remains in place, whcih means a work permit needs to be obtained beforehand. This would mean the employer declaring and proving that they could not fill their vacancy with a UK/rest of the EU worker.
Highly Skilled Migrant Programme - remains the same.
No restrictions have been placed on self-employment, the right to study and the freedom of movement.
These restrictions will be reviewed in 12 months time by a special committee which will take into account any skill shortages that might appear in other sectors/industries.
